防大巨蛋重演 北捷線建案要北市府同意

（中央社記者顧荃台北3日電）台北市環保局今天表示，為了避免大巨蛋工程影響捷運安全的疑慮重演，未來將要求台北市內捷運沿線限建路段的建案，需出示捷運局審核同意文件，才能通過環評動工。

環保局表示，北市捷運路網共129.2公里，車站116個，未來後續捷運全路網更可達270 公里以上，代表北市主、次要道路下方，將充滿星羅棋布的捷運隧道與場站工程結構體。

為避免大巨蛋工程影響捷運板南線安全的疑慮重演，環保局說，將針對北市臨近捷運系統的相關建案，率全國之先，增加「敏感區位調查」，若建案位於限建路段，或建案規劃需經環評審核，施工單位需提出經捷運主管機關核准的相關文件，才可通過環評施工。

捷運局舉例，近日環評委員會於審查中正區某住宅新建工程，該建案規劃地上24層、地下6層大樓，離捷運設施最近距離約10公尺。環評委員認為工地位置臨近捷運，恐如大巨蛋工程影響捷運安全，要求開發單位提出捷運主管機關核准的相關文件，因會中無法提出具體說明，決議請開發單位補充資料後再審。

環保局說，未來台北市的開發案，在進行環境影響評估時，除了依照環保署所訂定「環境敏感區位及特定目的區位限制調查表」進行調查外，也要調查是否位在捷運系統兩側禁限建範圍；如是，開發單位必須提出因應對策，並檢附捷運主管機關審查同意文件，一併送環評委員會審查。

依「大眾捷運系統兩側禁建限建辦法」第七條規定，捷運沿線限建範圍，包括距離捷運100公尺內的特殊軟弱地段、30公尺內的特殊堅硬地段、500公尺內的過河段，以及距離50公尺內其他地段。1040803
